This is what you start with. I had these vases but you can purchase vases like these at the dollar store. Frosted Glass spray was $4.97 at Walmart. Rubberbands were .67 at Walmart.
Place the rubberbands where you want them. You can put on as many as you'd like. Be sure to overlap! 
The final product. Pretty, huh? I used 3 coats of frost spray on the vases.
